According to Circular of the Government of Suzhou on Publishing and Issuing the Opinions on the Implementation of the Establishment of Advanced Technology Institutes by Large Enterprises with Independent Brands and Leading Enterprises in Suzhou (No. 56 [2017] by Suzhou Municipal Government), Suzhou Municipal Economic and Information Technology Commission, Suzhou Municipal Development & Reform Commission and Suzhou Science & Technology Bureau and Suzhou Municipal Finance Bureau jointly participated in the audit and evaluation, and selected the first batch of 20 large enterprises with independent brands and leading enterprises for the construction of institutes of advanced technology in Suzhou, one of which was InnoLight Technology (Suzhou) Ltd. 

On February 28, 2018, Mayor Li Yaping awarded licenses to the first batch of 20 large enterprises with independent brands and leading enterprises for the construction of institutes of advanced technology in Suzhou.
